The 187-decibel boom of an AT4 anti-tank weapon lasts a second, but even that ultra-brief exposure would, to an unprotected ear, mean a permanent downtick in hearing." Traditional foam earplugs reduced soldiers ability to hear down to a level that if that were his hearing loss they would be considered undeployable, according to the Beast.

To make matters worse, standard issue 3M Army earplugs were not designed to deal with urban fighting in modern warfare where the ability to communicate with one another is paramount. Army units travel some distance apart from one another in order to lessen casualties should a grenade explode. Another problem is that the 3M army earplug necessitated having to physically manipulate the ear with both hands to insert the device deep enough into the ear canal to start to become effective and as the report stated no military personnel is going to stop, take their helmet off and insert earplugs in the heat of battle. Thirdly, with improvised explosive devices (IED)s being deployed everywhere and any time the front line of battle is a thing of the past. In modern urban warfare, the battlefield is everywhere and always, and a soldier must wear their ear protection at all times in order to have a chance at saving their hearing.
